What does "Members on Stage" mean?

I ⟪SCOUT⟫ed in my previous turn, but already had four or more cards on my Hand, so I didn't draw any cards. Will the "if you ⟪SCOUT⟫ed in your previous turn" requirement still be met? (Yes.)

Using the [Entry] Skill, I ⟪ENTER⟫ed a "Chika" without Stars, and because I ⟪SCOUT⟫ed in the previous turn, I'm also ⟪ENTER⟫ing LL15-048 "Chika Takami". Can I flip the "Chika" without Stars face-down and place the second card on top of it? (Yes.)
