I flipped the top card of my Deck, and it was a Member with an active Birthday Bonus Piece. Can I count that Piece?
Yes. If the Birthday Bonus is active, you can count that Piece. If it is not active, the Piece does not count.
For example, if the card you flipped is LL13-005 R "Rin Hoshizora", it has two Pieces if the Birthday Bonus is active, and one Piece otherwise.

Can I use the
Skill if I have only one card left in my Deck?Yes. In case you have only one card in your Deck, you can show that card to everyone and add it to your Hand. The extra effect for having 3 or more in total also still applies, so you can ⟪ENTER⟫ a Member if the one card from your Deck meets the requirement.
